The Department of Employee Trust Funds (ETF) administers theWisconsin Retirement System (WRS)for approximately 578,000 State and Municipal employees and annuitant members throughout the State of Wisconsin. ETF is seeking a highly skilled Financial Manager/Chief Financial Officer to manage and oversee financial operations of the extremely vital programs administered by ETF for the State of Wisconsin.

Job Duties

Report directly to the Secretary of the Department of Employee Trust Funds and serves as a vital member of the senior leadership team for the Department, to manage and direct all financial operations, biennial budgets and oversee the trust funds program. Advise management, governing boards, senior leadership, and stakeholders regarding the financial condition of the trust fund, appropriate safeguarding procedures, and assures the integrity of the system; develop and implement strategic plans for financial operations; recommend and implement organizational and business process changes; assure cost effectiveness, adequate financial controls and safeguards; oversee successful financial services operations, including general accounting, financial reporting, purchasing, accounts payable/receivable, cash receipt, budget, employee contribution accounting and member payments and withdrawals; establish policies , processes, and procedures; direct the development of software systems and oversee IT enhancements; provide oversight and assistance to managers in assuring appropriate financial controls; develop annual and biennial budgets, including preparing budget requests and evaluations, overseeing budget review, problem resolution, and communications; liaison activities with state budget managers and officials, legislative officers, and the Governor's Office, as well as constituent groups; oversee budget expenditures and purchasing accounts functions; provide direction, leadership, strategic planning and supervision to Department staff and managers to assure the most efficient management of the Department's financial and budget operations.
