Job Summary

The nation's leading local health department seeks a motivated, dynamic Database Administrator professional to join its award-winning, innovative technology team in revolutionizing public health IT. The New York City Department of Health and Mental Hygiene (DOHMH) uses the latest technologies and enterprise wide application solutions in its groundbreaking work to promote and protect New Yorkers' health and improve DOHMH's business operations.

The position will be located in the Division of Informatics and Information Technology (DIIT). Under the supervision of the Director of Database Management Systems, with broad scope for independent initiative and judgment, the Database Administrator performs tasks related to the development, implementation, maintenance, procedures, and functions using SQL Server 2005/2008, specializing in systems containing laboratory results and surveillance data needed in emergencies.

As The Database Administrator, Your Duties Will Include

  • - Serving as Database Administrator for all databases in DOHMH.
  • - Facilitating the storage and retrieval of all data sets.
  • - Implementing all routine scheduled back-ups for all NYC DOHMH databases and responsible for linking databases and providing reports and extracts during emergency activities such as H1N1 response.
  • - Managing a team of Database Administrators that provide core database support for the Agency's core systems including Birth and Death Certificates, all disease registry applications (STD, TB, VPD, CD) and the public health laboratory.
  • - Designing and optimizing databases that house emergency preparedness data as well as ensuring that these databases comply with CDC rules for database security.
  • - Implementing, enhancing, maintaining and analyzing database systems, queries, and procedures.
  • - Reviewing and developing detailed system specifications and modifying existing systems to accommodate changing business needs.
  • - Administering all databases housed by the Division of Informatics and Information Technology; ensuring their security, and be responsible for the timeliness and effectiveness of all backups.
  • - Working with other groups to ensure complete satisfaction of software by end users and DIIT.
  • - Researching and recommending current and new technologies for use by DIIT staff.
  • - Assuring that confidential documents are properly handled.
  • - Participating in agency wide required activities for emergency preparedness. Following up on emergency or emergency preparedness as needed, promptly and accurately.

  • Preferred Skills

    Minimum 3 years experience hands-on database administration using SQL Server 2005/2008; Knowledge with table and stored procedure design, performance tuning, DTS; experience with data integrity, data retention, backups, and disaster planning; excellent verbal and written communication skills and the ability to work independently and collaboratively; excellent analytical, organizational, and interpersonal skills; ability to analyze and understand complex business processes.

    Experience Required

  • A Baccalaureate degree from an accredited college, including or supplemented by 24 semester credits in computer science or a related computer field and two years of satisfactory full-time computer software experience in computer systems development and analysis, applications programming, database administration, systems programming, data communications, including one year in a project leader capacity or as a major contributor on a complex project; or
  • A four-year high school diploma or its educational equivalent and six years of satisfactory full-time computer software experience as described in (1) above, including one year in a project leader capacity or as a major contributor on a complex project; or
  • Education and/or experience equivalent to (1) or (2) above. College education may be substituted for up to two years of the required experience in (2) above on the basis that 60 semester credits from an accredited college is equated to one year of experience. A masters degree in computer science or a related computer field may be substituted for one year of the required experience in (1) or (2) above. However, all candidates must have at least a four-year high school diploma or its educational equivalent and at least one year of satisfactory full-time experience in a project leader capacity or as a major contributor on a complex project.
