External Job Description Position Specifics

This position is located in Philadelphia, PA.
This position is CONTINGENT upon funding.
This position requires a CONFIDENTIAL clearance.
This position may require some travel.

This position requires experience in the operation, maintenance or support of US Navy surface ship HM&E systems and equipment.
Knowledge and/or experience with US Navy acquisition related organizations and commands such as NAVSEA, NAVSUP, Naval Surface Warfare Centers, Naval Education, and Training Command is also required for this position.
Oversees and manages the operational aspects of ongoing projects and serves as liaison between project management and planning, project team, and line management. Reviews status of projects and budgets; manages schedules and prepares status reports. Assesses project issues and develops resolutions to meet productivity, quality, and client-satisfaction goals and objectives. Develops mechanisms for monitoring project progress and for intervention and problem solving with project managers, line managers, and clients. Supports Navy customer in the development of logistics specifications for acquisition of US Navy surface ship Hull, Mechanical and Electric (HM&E) platforms, systems and equipment. Facilitates review of logistics products recieved as contract deliverables. Assists in the development of logistics support plans and alternative methods of life cycle support. Represents government program managers at NAVSEA level briefings and program reviews.
Basic Qualifications Bachelors degree or equivalent plus 7 years relevant experience; OR Masters degree plus 6 years relevant experience. An additional 4 years of specific job experience with a HS diploma may be substituted for the Bachelor's degree requirement for this job. This experience is in addition to the relevant years of experience listed with the job's education requirements. Example: If this job required a Bachelor's degree

  • 5 years relevant experience the equivalency would equal HS diploma
  • 9 years job related experience.
    Preferred Qualifications Technical or business degree preferred.
    Certifications in program management or Defense Acquisition a major plus.
