Position Focus: Responsible for implementing a five-year evaluation on the efficacy of the Teachers Institute approach as it relates to student achievement and teacher retention, by implementing complex database applications developing statistical analyses of that data for use by the Yale National Initiative, League of Teachers Institutes, and Yale-New Haven Teachers Institute; envisioning and developing structures, strategies, and timetables for integrating multiple relational databases, including national data stored in existing online databases, New Haven Institute program and participant data managed in Access databases, within a new Management Information System (MIS) to be developed with an external evaluation firm and consultant; developing statistical analyses of that data; strategic planning to anticipate a variety of existing and future program and evaluation needs and providing a high level of strategic planning, programming, and project coordination for a variety of the Initiative's educational, administrative and research data. Formulates and describes appropriate statistical methods, based on the data collected in the MIS. Develops statistical analysis, reports and programming strategies that interprets, analyzes and synthesizes information from various sources, including large national, state, and school district data sets. Assesses and converts data from multiple databases and external sources at various levels of sophistication into the new MIS system. Develops database applications that respond and are in alignment with the evaluation's design and requirements. Prepares reports that summarize the analysis of research data, interprets these findings and provides conclusions and recommendations. Analyzes and determines informational needs and elements, and consults on complex analysis and database problems. Primarily define logical attributes and inter-relationships and designs data structures to accommodate database production, storage, maintenance and accessibility of evaluation data. Implements physical database design including development of scripts, and maintains testing environments. Performs database installation, configuration, performance, and database management. Develops and implements database security procedures. Determines relationships and attributes for evaluation data, data flow and storage requirements, data output and reporting capabilities. Tests complex applications and installs, implements and supports systems within the user base.

Principal Responsibilities 1. Coordinates the planning and development of new, complex relational databases.
Required Education and Experience Bachelor's Degree in a related field and five years of related work experience or an equivalent combination of education and experience.
Required Skill/Ability 1: Proven ability with database design and relational database applications.
Required Skill/Ability 2: Proven ability with Microsoft .NET using Microsoft SQL Server databases and Web servers running Microsoft IIS.
Required Skill/Ability 3: Proven ability with software used for statistical analysis, such as SAS or SPSS.
Required Skill/Ability 4: Demonstrated ability leading multiple complex projects and demonstrated ability to work independently and in collaboration with others.
Required Skill/Ability 5: Well-developed analytical and problem solving skills and excellent planning and organizational skills.
Preferred Education, Experience and Skills: Experience with MS Access and with high-level Web programming languages, such as HTML or JavaScript. Experience with MS Excel, Word in a Windows environment.
