Job Description
Provides oversight and strategic leadership and direction to the core senior management team for all property management operations in single or multiple Military Housing Residential Management Projects. Ensures that all day to day operations and business functions are performed within military housing program requirements and regulations while maintaining excellent working relationships with both internal and external clients, including Residential Development and Construction Management as well as the partnership relations with the Navy, Air Force and Marines.
Directs all property management operations in multiple residential military housing portfolios for single or multiple PPV (Military Housing) projects. Leads, manages and provides strategic direction to the core senior management team in ensuring their success in the management of assigned residential communities and neighborhoods.
Develops and maintains a professional relationship with the various military commands; ensures military housing program requirements and regulations are monitored regularly and are in full compliance with appropriate regulatory agreements and agencies; prepares reports and provides updates on property management operations.
Performs asset management functions for the PPV project. Works closely with the VP of Military Housing and the VP of Construction Management to determine market characteristics and critical attributes of the physical sites, as they relate to revenue and cost projections. Facilitates, supports and monitors the leasing and/or sales effort to ensure that project development and maintenance of properties financial objectives are satisfied.
Prepares annual operating budget for all project sites and departments and submits for final review and approval. Reviews monthly operating results on an ongoing basis with VP-Military Housing.
Coordinates efforts with development and construction teams in the revitalization of homes and in the planning, design and construction of new homes. Maintains knowledge of applicable state and local laws and ensures ongoing compliance including resident-landlord relations, OSHA regulations, and fair-housing laws; ensures community associates are familiar with, understand, and support compliance.
Maintains working knowledge of maintenance programs and capital improvement projects to ensure proper operation of systems, preventive maintenance programs, housekeeping functions, and responses to resident service requests; coordinates with the maintenance and engineering department on all major maintenance issues. Ensures compliance with housing quality standards. Responds to emergency situations and contacts agencies and/or the VP-Military Housing as necessary.
An undergraduate degree from an accredited college or university with a focus in accounting, business, marketing, or related business discipline; in the absence of a degree, directly-related job experience in residential property management including budgeting, marketing, and general maintenance, where proven knowledge may offset the degree requirement.
