Sr. Contract Administrator, Contract Management
Under direct supervision by Contract Management of Fluor Corporation and its subsidiaries (indicated as the Company"), the purpose of this position is to perform the essential job duties and functions listed below with the overall objective of helping to improve the Corporation's overall business performance, deliver added value to our shareholders, reduce leakage, and promote consistent and cost effective solutions across SBUs, projects and locations. Primary Job Duties/Functions: 1. Performs duties under moderate supervision and may support one or more Contract Administrator with typical routine duties 2. Maintain a working knowledge of the Company's Contract Management Standards, programs and goals by planning and applying Contract Management practices and procedures as established by the Company on a project site or in an office through departmental training, Fluor University training and the use of Knowledge OnLine (KOL) 3. Is typically assigned simple construction or consulting/professional services contracts 4. Establish and maintain communications with client representatives and project staff through meetings, telephone and web conferences, and reports to provide for client satisfaction 5. Prepare, maintain, retrieve, and communicate records, reports, or documents that may be required to meet corporate and Contract Management requirements 6. Support Contract Management activities on large-scale projects, with a work scope of $250 million to $1 billion; duties may include assisting multiple Contract Administrators and Contract Managers with the preparation and execution of pre-award and post-award activities 7. Participate in the Pre-Qualification process of subcontractors; monitor and track subcontractors' compliance to Fluor's HSE, Quality and Finance procedures currently in place 8. Prepare and maintain all electronic and hard copy files in accordance with Fluor's Numbering and Filing System (Practice 000.430.1221) 9. Perform all other duties requested by immediate supervisor(s) in order to support and achieve project milestone goals 10. Learn and utilize CMSism, including Performance Indicator function, and SAP systems 11. Develop and make formal presentations when given the opportunity 12. Organize and document communications and meetings with contractors 13. Read and understand the Prime Contract 14. Participate in the development of the Project Contracting Plan and contract planning 15. Perform Contractor resource survey 16. Develop contract risk assessment matrix and participate in risk reviews 17. Participate in project functional audits 18. Develop agendas and participate in project kick-off and alignment meetings 19. Prepare Project Contract Procedures 20. Develop standard contract templates for a project 21. Coordinate the timely issue/distribution/response of documents to the Contractor 22. Coordinate/maintain control of Site Instructions 23. Negotiate contract terms and conditions, coordinate technical scopes of work including interface with all project disciplines (project controls, legal services, project management, construction, engineering, finance/accounting, and client) 24. Lead internal Request for Proposal (RFP) and RFP explanation meetings, contract pre-award meetings, final negotiations, and drafting/finalization of contract documents 25. Analyze commercial sections of proposals and coordination of technical proposal evaluations. Develop final proposal evaluations and prepare contract recommendations, and present recommendation to project team and/or client 26. Perform contract management post-award activities through evaluating and status contractors' productivity, schedule adherence, contract change management, invoicing and claims avoidance 27. Perform closeout of contracts, finalize outstanding contract issues, issue of final modifications, invoices and coordinate completion of contractor performance evaluations 28. Interface with all levels of the project team - and be able to represent and interface with all levels of internal and/or external management and corporate organization persons 29. Be proactive with contractors to ensure contract compliance, generation of progress, schedules, daily and other status reports, invoices and supporting documents in a timely manner 30.
