The Criminal Justice Information System Technology Architect is responsible
for providing the enterprise architecture of the Connecticut Information
Sharing System (CISS). The Technology Manager ensures that the architecture
adheres to the Connecticut Enterprise Architecture - Technology Architecture
(CTEA-TA) and the Global Justice Reference Architecture (JRA). This full-time
position will report to the CISS Program Manager. This is also a formal System
Development Methodology (SDM) role. RESPONSIBILITIES: Accountable for
providing architecture and design Enterprise Architect duties. Fostering and
ensuring cooperation and coordination among the various justice partners and
Information Services (IS) organizations within the state and local agencies.
Ensuring compliance with CTEA-TA, JRA, National Information Exchange Model
(NIEM), and other criminal justice industry standards in all areas of the CISS
environment. Assisting in the training of the CISS project team and other
state and local agencies in the methods and approaches of JRA, other criminal
justice standards, and CTEA-TA. Overseeing design activities and ensuring
compliance with the CISS architecture. Ensuring vendor adherence to the
methods, approaches, and standards described in the CISS architecture.
Providing assistance to the RFP selection team for technology or architectural
reviews and recommendations regarding the completeness and quality of vendor
solutions. Providing technology consultation to the agency's and vendor's
technology teams. Contributing to and providing support for the Executive
Director's development of a recurring Strategic Technology Plan. Contributing
architecture requirements to the Technical Requirements Workbook. Helping
prepare the project team for Technical Review Board (TRB) design reviews.
Creating Request for Service (RFS) tickets when Department of Information
Technology (DOlT) Service Area support is needed for architecture support.
Developing presentations for stakeholders, officials, and other interested
parties when requested by the Executive Director or Technical Manager. Serving
as the primary author of the architecture and technology standards for the
CISS Technology Plan. Contributing to disaster recovery planning. Attending
and participating in all phase-end decision-point meetings. EXPERIENCE AND
Skills
Bachelor of Science Degree (Masters Degree preferred) in computer
science Ten years experience in software engineering of which five years must
be directly involved as a principal technology architect solid systems
architecture and design skills and the ability to transfer the architecture
vision to the delivery team. Preparation for and business acceptance of new
