The Regulatory Capital Management Office (RCMO) is a new firmwide initiative that will reside within Corporate Finance. This group will oversee the risk-weighted asset (RWA) and capital measurement processes across the firm, and help ensure efficient and appropriate management of our capital. The team will oversee and coordinate across established teams in Finance, Risk and Regulatory Policy whose scope includes policy interpretation, oversight of implementation changes, dialogue with regulators on RWA calculations and model changes, reporting and establishing RWA limits and managing the firm's capital stress testing processes. Its mandate includes determining the appropriate investment in people and technology to improve the accuracy and timeliness of RWA calculations as well as the implementation of new rules and guidelines as they are made public.

The Objectives Of The RCMO Team Are To Provide

  • Streamlined reporting of RWA and capital ratios and forecasts to management, regulators, LOBs and others
  • Coordinated firmwide and legal entity projections of capital and RWA
  • Leadership on all aspects of firmwide capital stress-testing including both internal and regulatory requirements
  • More frequent delivery of certain RWA calculations
  • Enhanced documentation and tracking of policy interpretations and model usage
  • Timely expertise and responses to LOB requests to calculate RWA for new transactions
  • Guidance on LOB-specific sensitivities to key business actions as well as deep-dive training on rules and models
Risk Group Team Lead Roles:

The Risk Team Lead For Each Of These Risk Disciplines Will

Each senior leader will drive the regulatory capital strategy and implementation for each of the primary disciplines in our Risk organization (e.g., market, credit, operational and securitizations). The risk team lead for each of these risk disciplines will

  • Act as a single point of contact for LOBs and supporting functions (e.g., Risk and Finance)
  • Liaise with senior risk owners to:
  • Determine implications of regulatory policies on business protocols and applications (e.g., model approval, product inventory, data quality) and lead the execution of the changes
  • Actively manage projects to ensure full compliance on regulatory capital and RWA related matters
  • Conduct appropriate checks to ensure full compliance with new policies rules or RWA optimization
  • Oversee implementation including ensuring desk-level manual of processes and procedures, and delivery of training
  • Bridge between Tech, Ops, Risk and Product to ensure systems and processes accurately calculate RWA
  • Take the lead on responses to LOB requests to calculate RWA for new transactions. This includes coordinating with key partners to determine analysis needed, assembling team required to complete analysis and providing feedback to LOBs.
  • Focus on RWA improvement opportunities

Qualifications

  • MD or seasoned ED level
  • 10 years Finance experience
  • Bachelor's degree required
  • Strong experience in the particular risk area
  • Knowledge of and direct experience in RWA and capital-related processes and analyses
  • Experience with regulatory reporting
  • Ability to lead by influence and establish the necessary structure, process, controls and communication mechanisms to successfully manage policy changes and LOB requests firmwide
  • Strong verbal and written communications
